cording to the local papers proclamations have been issued
at Huang-Kang in the name of Sun-Wen ( ? Sun Yat-Sen), General-
issime of the Ko Ming Chân, calling on the people to carry on
business as usual, and threatening death for væricus offences.
The Canton and Fokien Viceroys have been appes el to for557
assistance, md some 500 troops are on their way from Canton
and should arrive to-day. The local General Huang with 200
troops has proceeded in the direction of Huang-Yang; but has
encamped some 10 miles this side of that place, waiting for
reinf-dements. The Taotai, who happened to be here then the
news arrived, has told the local merchants that he can provide
no troops, and that they must themselves enroll militia for
their own protection. Some 20 or 30 coolies have accordingly
been enlisted, the necessary rifles and ammunition being
borrowed from the Railway Company. These events have created
considerable stir among the native population here, but as ling
as the so-called insurgents remain quiescent, ther appears
to be no cause whatever for alarm, and so far there is no
reason to suppose them strong enough to capture Chao-"Thou Fu,
or to move on Swat ow. As the native newspaper accounts are,
usual, grossly exaggerated, I have the honour to submit the
foregoing Report for your information.
